Project Labor Agreement
Pursuant to the Rules for Prequalification of Contractors and Issuance of Plans and Proposals, 44 Illinois Administrative Code 650.70,... "This contract requires, in addition to the normal IDOT prequalifications requirements, that the Contractor be SSPC - QP1 and QP2 certified. Evidence of certification must be provided prior to receiving authorization to bid." Contractors are required to submit copies of current certificates for each Letting. These certificates must be submitted along with the contractor's original BC 57 Affidavit of Availability. (BC 57)
Completion Date: August 31, 2025 Plus 10 Working Days

  • What is the plan for the traffic control devices and the Road Zipper barrier system over the winter months? Does everything need to be off the road? Can the single lane closure stay in place to allow work to continue over the winter months?
    Please refer to the Moveable Traffic Barrier (Special) special provision for instructions on what to do with the moveable barrier between constructions seasons. (09/14/2023)

  • Winter Work. To complete the job by August 2025, we will need to work in cold weather months. Heat and Housing will be required. Can the single lane closure remain in place during the winter months so work can continue?

  • This contract is larger thant he East Bound one. With the Additon of the RR bridge, More time is needed on the WB Contract. By the time Award happens, it will be October. This is the time to be finishing bridge painting for the season and not starting. With that said, the time for this contract should be entire construction season of 2024 and 2025, plus adding time for the RR Bridge. Can the completion date be moved to August of 2026? Or at least entire calendar years of 2023 and 2024.

  • Page 2 of plans has locations and description of work. Page 1 shows the map locations. Locations 1, 2, 3 match. Location 4 and 5 are contradicting. Description for Location 4 is to paint the fascia beams. The map on page 1 shows locations 4 as 016-2020 which is Huvvard Cave. Please correct page 1 and 2 of plans so they match. Need structure number for the RR bridge for the Fascia Beam painting.

  • Need existing framing plans for the RR Bridge over Green street. All spans that require fascia beam painting. What is the Structure number for this RR Bridge? Is it multiple structure numbers?

  • Are there structural framing plans available in addition to whats found in the contract plans? If so, can they be made available for downloading on the IDOT web site under plans/proposal site? The existing plans provided have missing measurments needed to estimate the surfaces to be cleaned and coated.

  • Location 4. What surfaces of the Fascia Beams are to be cleaned and painted? Exterior surfaces and bottoms of bottom flanges? Entire fascia beam meaning the Interior face of the Web along with the Top of the Bottom Flange and Bottom of the Top Flange? Be Specific. The answer to previous asked questions says to paint the bottom flanges of only the fascia Beams. I dont think this is correct.

  • The EB Contract had a DBE Goal of 0%. We are not finding DBE quotes. In Addition, IDOT normally on bridge painting projects sets the DBE goals to 0%. Can the DBE Goal on this project be changes to 0%?
    The DBE goal in the bidding documents will remain the same. Bidders should follow the special provisions and follow the Good Faith Effort Procedures if they have issues with the stated goal. (09/13/2023)

  • The limits For Cleaning/Painting the fascia beams at location four is not clear. Entire fascia beams? Exterior surfaces and bottom of bottom flanges? The fascia beams over Green street, but also go to Halsted Street to the East and to Peoria to the West. Or is it just the one span over Green street? Please clarify in words and on a steel framing plan drawing so there are no misunderstandings. Thank You.
    The limits For Cleaning/Painting the fascia beams are: North fascia beam from over Green St to east of Peoria St. South fascia beam along west side of Green St,, over Green St, over and along the expressway and parking aera to the east. (09/11/2023)

  • Ohio Stree Ramp. This ramp will need to be closed every night when working on Grand Ave Bridge as well as the other bridges on that side of highway. The note on plan page 7 has language not to exceed ramp closures for more than 7 consecutive nights. This is not possible. Please clarrify how Ohio stree ramp will remain open when we take the double lane closures at night? The Permanaent lane closure for equipment staging? Ohio Steet ramp needs to be closed for the duration of job.
    The note for 7 consecutive nights means 7 consecutive calendar days of continuous day and night closures. During this 7-day long closure motorists will NOT have access to this ramp day or night. After the 7 consecutive day period the contractor can still close the ramp nightly per the KEOTT allowable night closure hours and a detour will still be required when closing the ramp. (09/08/2023)

  • Can the state please clearly define the painting limits for Location 4. Is it just the facia beam and bottom flange adjacent to Green St. Is it all bottom flanges? Is the Fascia Beam and bottom flange Adjacent to Hubbard St included?
    Location 4: Paint the bottom flanges of only the fascia beams. The beam adjacent to Hubbard is one of the facia beams. (09/06/2023)
