  • Can the water above the sludge be broadcast on the IDOT property?
    This is addressed in the special provision. EPA guidelines must be followed for this to be allowed. (04/18/2024)

  • Can you give an elevation of the existing outlet structure or an approximant depth of the water?
    There is a diagram on sheet 14 with water depth. (04/17/2024)

  • the Contours on sheet 8 is that the top of clay liner and is that the contours when the lagoon was built? does our excavation have to go 2 ft below the contours on sheet 8/
    Excavation should be done per the requirements of the special provision for the Furnished Excavation Special. (04/17/2024)

  • earth excavation and furnish excavation is the same quantity can you explain the thought process with that? Is the existing subgrade 2 ft thick clay? Does the existing Lagoon have a geomembrane liner that covers the hole area do you have a quantity for that? Is there a pay item for removing geomembrane?
    The current existing subgrade of the lagoon consist of clay bentonite below a Hypalon liner. The thickness is unknown as clay bentonite was installed in areas while patching the old existing Hypalon liner and does may not exist consistently throughout the entirety of the lagoon. The removal is included per the special provision for Furnished Excavation (Special). (04/17/2024)

  • Plan quantities for EARTH EX and FURNISHED EX appear to include the 5227CY of sludge removal called out on Sheet 7. Is this correct, or will this 5227CY be incidental to the LAGOON SLUDGE PUMPING pay item, and the excavation quantities adjusted accordingly?
    The quantities for Furnished Excavation (Special) and Earth Excavation are incorrect and will be revised in an addendum. The Sludge Pumping and Removal item is referring only to the sludge removal and disposal on top of the existing liner. (04/16/2024)

  • By the description of FURNISHED EXCAVATION (SPECIAL) on Page 6 of the Special Provisions, any associated excavation and removal of lagoon liner soil is paid under this pay item. If that is the case, what is the purpose of the EARTH EXCAVATION pay item?
    The quantities for Furnished Excavation (Special) and Earth Excavation are incorrect and will be revised in an addendum. (04/16/2024)

  • Will the Permeability Testing be covered by the General Contractor or will the consultant/state be performing the permeability testing? and if the general contractor is performing the permeability testing, then what ASTM standard will we have to meet?
    This test will be performed by the state. If the contractor wanted to perform the test, they would have to do so at their cost and at an approved IDOT laboratory. (04/16/2024)

  • Will a Test pad be required for the Special Furnished Excavation material to prove permeability before we can start liner construction?
    This would be determined at the pre-construction meeting as testing requirements will be based on what method the contractor will be utilizing to construct the liner. (04/16/2024)

  • There is evidence of soil borings recently taken around the site. Will the results of these borings be shared with Contractors prior to bidding?
    The soil borings were only to determine what type of liner could be used in this location. These would be provided at the pre-construction meeting if requested. (04/15/2024)

    You will need to submit a BDE 124 form and request to be "For Bid" or "Not for Bid". https://webapps1.dot.illinois.gov/WCTB/LbAuthorizationToBid If you haven’t done so already, you will need to go through the steps of being prequalified with the IDOT bureau of Construction. (03/26/2024)
