The project consists of decommissioning of existing Pump Station 37 located in the IL 176 over US 41 bridge abutment (SN 049-0131), and construction of the new pump station in the northeast quadrant of the US 41 and IL 176 intersection with a new outfall pipe to the Skokie River.

Contract Specifics
A voluntary pre-bid meeting will be held on Friday, November 1, 2024 at 09:00 AM in the North Abutment of the US 41 Bridge over IL 176 at Lake Bluff, IL 60045. Meeting Description - Pump Station #37 will be open between 9 AM and 12 Noon.   An IDOT Representative will be available to answer questions. .

  • Please advise as to whether the Village of Lake Bluff or Lake County will require a building permit for the work performed under this contract. If so, advise as to whether the permit fees will be waived.

  • S-14 shows precast plank in portions of the new roof. Please advise regarding the specifications to follow, Section 1042 does not appear to address planks

  • Will structures needing adjustment need to be cleaned as well?
    Cleaning of material already in place at the start of construction for MHs to be adjusted is not required. However, any accumulated debris resulting from construction shall be removed at no additional cost to the Department. (10/31/2024)

  • It appears the surface course quantity is incorrect compared to the HMA SOQ. Please advise.
    The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online.   • Ref Sec 15E 2.1.2(C)2 "Stainless steel sheet - ASTM A480, 304 Stainless steel sheet No. 1 finish for concealed work and No. 4 finish for exposed work". Per 15E 2.1.2(d)2 "All ductwork other than within the Electrical Room, shall be constructed of stainless steel”. This project entails installation of exposed ductwork. No. 4 finish is a very expensive brushed finish requiring welded flanged joints. Will the Engineer consider approving Mill Finish to enable use of Pittsburgh seams or TDF joints?

  • There is a discrepancy between the drawings and the specs regarding the minimum R-value per inch of the roof insulation. 7A, 2.8.1 requires a minimum R-value of 6 per inch, but detail 4 on sheet A-7 requires a minimum R-value of 6.25 per inch. Please clarify.

  • Please clarify the overall R-value requirements of the roofing system. 7A, 2.2.2 and 2.8.1 call for an average R-value of 24, but General Architectural Note #3 on sheet A-1 calls for a minimum R-value of 24.
    The precast plank is sloped; uniform thickness of 4-inch insulation is required per Drawing A-7. Provide minimum of R-24. (10/29/2024)

  • There are references in the building wall sections to dampproof coating on the exterior face of the CMU wall. There are also references to air/vapor barrier in the masonry construction in spec section 4A, 3.2.2. However, there are no specific references to which product should be used or whether it should be fluid or sheet applied. Please clarify.
    Contractor shall spray apply a liquid air barrier to the exterior face of the CMU. Use Air-Shield LM by W.R. Meadows, Inc. or equal. (10/29/2024)

  • 7A, 2.9.2 calls for all polyiso insulation in contact with concrete roof deck and membrane roofing to be overlaid with 2" high density fiberboard. Please clarify if this is correct as 7A, 2.8.1 calls for 1/2" high density fiberboard and details 1 & 4 on sheet A-7 show 1/2" fiberboard.

  • There is no structure excavation item. How is the shoring and excavation of the pump station to be paid? And if the response if as braced excavation, where is the remainder of that item? Pump Station excavation and the shown Braced Excavation along one pipeline section is only about 3,400 cy. Where is the remainder of the 5,050 CY?
    Excavation limit determination is a Contractor’s means and methods. Project shall be bid as presented in the plans and specifications. Additionally, it is anticipated that multiple items will require braced excavation in the area of the new pump station including but not limited to the US-41 retaining wall work, IL-176 retaining wall work, and new pump station sub-grade work.   • Braced Excavation is only shown in one location, on sheet 48, for a drainage pipe run. This quantity is no where close to the 5,050 CY for the bid item. What else is going to be paid under this item?

  • Detail 3/A-8 calls out a "Metal Access Ladder, see structural.." S-4 calls for an FRP ladder which is detail S12 on S-31. Is the ladder FRP or metal?

  • Civil details, pdf pg 65, Generator Foundation Note #1: What is meant by this note, is the mass of installed concrete to meet these requirements? Is this also paid similar to Transformer Foundation, Note 2, as Concrete Structures?
    This detail requires coordination with the equipment manufacturer. Total mass of the concrete pad must be at least twice the mass of equipment supported and 10 times the mass of moving parts. Equipment manufacturer needs to provide the mass of the equipment supported and the mass of moving parts, then concrete contractor uses that information to determine the minimum size of the pad. Yes, it is also paid similar to Transformer Foundation, Note 2, as Concrete Structures (10/25/2024)

  • Pertains to last question re: roof hatches & CIP concrete. S-14, Section 5-5, depicts a construction joint 1' below the top surface, apparently at roof hatch level, what is the depth of that portion below this CJ?
    Construction joint is indicating the joint between the 24” thick roof slab/beams, and the 8” wide x 12” tall curb for the hatches. The portion beneath is the 24” thickness of the roof slab/beams. See Drawing S-14 for additional information. (10/25/2024)

  • Cast-in-place concrete on roof: S-14 sections 3-3 & 4-4 show an 8"w x 1' h curb at the roof hatches but A-8 does not show this. Which is correct? Is a concrete curb required? Section 5-5 works for the locations between the roof hatches, somewhat (elevations not clear) but what about the east and west sides between the outermost hatches and the wall? Please provide details of what's expected.
    Drawing S-14 indicates concrete slab/beams to be 24” thick, with 8” wide x 12” tall curb around hatches. Also referring to Drawing A-7, which depicts the same. (10/25/2024)

  • What is the thickness/width of the corbels under the Discharge chamber outside the main pump station?

  • This relates to previous question, Grade Plan, S-4, says "4 " wide corbel around building perimeter, Typ". Are the tops of all exterior walls thickened 4" and an additional 4" at the corners? Is that the intent?
    Correct. Per Grade Plan, 4” wide corbel around building perimeter. 8” wide at corners. (10/25/2024)

  • Sections A-A & C-C show a thickening of the top 4' of the exterior walls, however Section B-B does not. The Grade Plan shows thickening at just the corners, which does not align with C-C. Where is this thickening supposed to occur?

  • The Removal Schedule on sheet 18 includes 135 SY in the Pavement Removal item for US41. Sheet 26 calls for the pavement on US41 to be Restored with Class D Patch. Please confirm that the pavement removal on US41 will be paid for as Pavement Removal and is not incidental to class D patch?

  • Will you please provide additional information for the sloping in-fill be low the inlet chamber and extending into the wet pit? For example, what is the slope along the western wall? Is it a straight-line slope from south to north or is the slope along the western wall less than the eastern side so that everything drains toward the low flow pump pit? What's happening under the inlet chamber on the east side where the elevation becomes the base slab elevation?

  • S2 depicts the thickened slab area as extending 2'-6" north of the 2'-0" SQ Sump Pit before the thickening chamfer. Section A-A, S-6, dimensions this as 1'-6" before the chamfer. Also, the E-W portion is depicted as 11'-3" but dimensioned as 10'-3" on Section C-C, S8. Which dimensions are to be used, those dimensions in section-views or as shown in plan view?

  • The special provision note relocating a comed guy wire and electric pole to be relocated to facilitate pipe run p6w. There also appears to be a comed pole that will be in conflict at approximately station 135 between P7 and p26 where the proposed drainage runs are to be installed below the overhead comed primary lines. Will this utility pole and/or this overhead utility be relocated?
    The existing ComEd pole at station 135+66 is approximately 8-foot away from the center line of the outfall pipes. It is not anticipated to be in conflict. (10/15/2024)

  • There are no plan details for the cofferdam pay item. It appears it is intended for installation for rip rap, P9 and FES1. Section 502 notes a standard pay item for cofferdam excavation. Please clarify how cofferdam excavation shall be paid for this Work.
    The Cofferdam Type 1 (In-stream/wetland work) special provision and pay item shall be followed by the Contractor for the installation and removal. The Cofferdam is required to prevent water entering the trench for the outfall pipe, flared end section, and stone riprap installation. The excavation is to install the outfall system and it is included with the outfall pipe and flared end section pay items. No excavation for the cofferdam is anticipated. (10/15/2024)
