  • Will water flushing be allowed under the guardrail to remove any loose organic matter or debris to satisfy the requirement? Will there be a separate contract at the same time as this one for any litter pickup behind the guard rails and shoulders?
    The General Requirements Special Provision specifies when flushing is allowed. The contractor will be responsible for removing all material/debris from the stabilized surface. Refer to note (A) in the typical sections in the contract plans. (07/27/2023)

  • What are the performance standards and quality measures for the sweeping service? Will there be a minimum of miles paid for Supplemental Sweeping per call out? Will areas under guard rails and fences be cleared of any vegetation by the mowing crews prior to any cleaning work? Plan pages state “All drainage structures must be cleaned of debris within the median” Can you clarify the extent of the cleaning if structures are full of debris? Will abandoned vehicles be handled by the DOT?
    The description of improvement special provision specifies that after each cleaning cycle, all area's represented by the contract to be swept must be cleaned fully of debris and rubbish in accordance to contract specifications and approved satisfactory by the engineer. (Please see Art. 105.01 Authority of Engineer. Standard Specifications for road and bridge construction). Prosecution of the Work Special Provision specifies, "There is no guaranteed minimum or maximum of any Pay Item Work." There is no guarantee mowing will be done before any scheduled sweeping cycle. Inform the Engineer on site of abandoned, or a disabled vehicles and they will take the proper steps (call ETP) to have the vehicle removed from the roadway. (07/27/2023)

  • What is the estimated budget for the expressway sweeping project, and how will the payment be structured? Can you provide any historical data or information on previous expressway sweeping projects to help contractors understand the typical scope and challenges? What are the specific routes and locations that require nighttime sweeping? What are the expected hours of operation and frequency of sweeping for each route?
    The Engineer's estimate is not available to the public. It is up to the contractor to develop their means and methods in order to execute the items laid out in the contract. Routes are shown in the published plans. This is a work order contract. Operations will depend on need. Night time work is specified the General Requirements Special Provision. (07/26/2023)

  • Are there any specific areas or sections of the expressway that require special attention or consideration during the sweeping process? How will communication and coordination be handled between the contractor and the Illinois Department of Transportation during the project? Can you clarify any ambiguities in the bid documents or provide additional information on certain project aspects if needed?
    The plans and specs layout the areas of responsibility for the contractor. The General Requirements Special Provision specifies the contractor will contact the Engineer by telephone no later than 6:30 AM on each work day. The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications published online. (07/26/2023)
