Contract Specifics
A mandatory pre-bid meeting will be held on Thursday, August 29, 2024 at 10:30 AM in the District 1 Lower-Level Classroom at 201 West Center Court, Schaumburg, IL 60193. Location Notes - (None). Meeting Description - For bidders to receive a packet of additional charts, data, and specifications as part of the Contract to assist in the bidding process, and to submit the Bidder’s Special Qualifications requirements. Only those bidders who submit the Bidder’s Special Qualifications submittal will receive this additional Contract information.. The pre-bid meeting is mandatory for all potential prime contractors interested in bidding. Registered subcontractors and certified disadvantaged business enterprise subcontractors are encouraged to attend. The meeting will begin at 10:30 AM at which time, after a final call for everyone to sign in, the sign-in sheets will be copied. Attendees who show up after the presentation is underway will not be allowed to sign-in thereby not being considered in attendance. Failure on the prime contractor's part to attend will cause the contractor's request for authorization to bid to be denied.

  • Article 7.4 Light Pole Units has a sub section Decorative Light Poles that states the Contractor must replace decorative poles “in-kind”, but goes on to state that the Contractor will provide a “standard replacement” Is the Contractor required to stock decorative poles for replacement for each city/village?

  • Article 11.2 Various Systems Communication Tower Inspections are not clearly defined on what type of inspection is required. Are these structural inspections? Article 7.22 is given to be used as reference, but that Article only covers Navigational Lighting.

  • Article 7.20 Light Pole and Underpass Safety Inspection (Annually) states approximately fifty (50) Lighting system locations must be inspected monthly, and all work must be completed by the end of November. Are all approximately 550 locations expected to be inspected each year at a rate of 50/month for 11 months?

  • Article 11.5 specifies that Maintenance Yard Generators should be inspected or serviced per Article 4.26, but these generators do not seem to be quantified in this contract. Could IDOT provide additional information regarding the quantities, locations, and sizes of these generators?

  • Article 9.14.1 requires an annual service inspection on the UPS units at the REVLAC Buildings. Can detailed information regarding these UPS units and associated battery strings be provided so that the Contractors can get this item quoted?

  • Article 7.3.1 SCADA System states that the (4) new servers will be paid through non-routine maintenance. How will the rest of the SCADA components, i.e. the 400 plus radios that have not been utilized in many years, be paid?
    The SCADA radios currently in Department Asset inventory will be reprogrammed (not replaced) through Article 7.1.   • Art 10.16 Qty has increased from 25 to 75 intersections to replace BBU batteries under routine maintenance. Many batteries have already reached end of life or coming close to end of life, causing many routine tickets. At the current rate of tickets caused by failed batteries an increase of cost to routine maintenance could exceed 600,000 dollars. Would IDOT consider adding a non-routine pay item to address the battery fail rate, once the 75 intersections under routine maintenance are exceed?

  • Article 10.16 Specifies the contractor must replace all UPS and Batteries at 75 State Maintained traffic signal locations each contract year. The remainder of the article details the battery replacement procedure, however makes no mention of the procedure for replacing the UPS unit itself. Is it the departments intention to replace the UPS unit and the Batteries or just the batteries?

  • Article 10.15 IDOT has increased the quantity of intersections to Re-Lamp the LED modules from 100 intersections to 200 intersections under routine maintenance. With the quantity doubling and the increased material cost using an LED warrantied for 15 years (potentially quadrupling current costs), would the department consider moving this work to non-routine pay items? This way the contractor can be paid as the work is completed and not over the 12 months of the contract.
