  • Will alternate equals be acceptable to what is shown in the plan drawings for light poles and light fixtures for pay items X1400210, X8212031, X8212032, X8212033, X8212034?
    Alternate equals for light poles and light fixtures will be considered after review of shop drawings. (09/11/2024)

  • Do barge activities, specifically spudding into river bottom constitute as in-stream disturbance? Also, does movement from pier to pier with barges constitute as in-stream disturbance?
    It is our understanding that IDNR considers spudding an in-stream activity and therefore restricted during the in-stream disturbance window. It is our understanding that moving a barge between piers or other movement of the barge is not a restricted activity. (09/09/2024)

  • “For Reference Only” drawing on sheet number 179 of the plans show type 2 cofferdams around all piers that will be removed in the river. Please confirm no cofferdams are required if the piers are removed outside of the in-stream disturbance window. If cofferdams are required, please add a pay item for the work.
    Please disregard the “Type 2 Cofferdam Typ.” notes on the “For Reference Only” drawing shown on sheet number 179. No cofferdams are required if the piers are removed outside the in-stream disturbance window. (09/09/2024)

  • FEMA maps show the 100-year flood elevation above the banks of the river. With the flood being outside the banks of the river, an individual permit will need to be obtained which has a longer lead time than the statewide permit #13 (6 months vs a few weeks). With this, it seems unlikely that a permit could be obtained in time to construct a causeway prior to the start of the in-stream disturbance window. Please confirm this IDNR permit interpretation is correct.
    Because the Rock River is a studied stream and an individual permit for the bridge was required, it is our understanding that an individual permit for causeways would be required to show that the causeway would not impact flood elevations for flood events that are outside the banks of the river and may impact upstream properties.   • The referenced specification is for Precast Modular Wall but adds an unrelated portion of a segmental wall specification. Those are two different things. Precast Modular is wet cast molded product, section 522.10 pay item 5220070 typically utilizing larger blocks in the bottom layer. Segmental concrete block is kiln dried product. section 522.12 pay item 52200800, typically geogrid reinforced. From all available information it seems that this is segmental. Please clarify.
    The Precast Modular Wall Systems allowed for the project shall include Segmental Block Systems meeting requirements in the Special Provisions. Any IDOT Prequalified Precast Block Structural System meeting Section 522 is acceptable meeting the finish and color requirements of the Special Provision. Segmental Concrete Block Systems would not require IDOT Prequalified System approval. (09/04/2024)

  • Per the contract documents all concrete work shall be completed by 10/1/25 and no in-stream work will be allowed from 4/1 thru 7/31 of any given year. Considering the amount of work that can only be performed by river access, even if the concrete interim date was removed, the specified project schedule completion date of 11/30/25 is unworkable. Please consider pushing the completion date into 2026.
    No in-stream work (below the water surface) will be allowed from 4/1 through 7/31. However, temporary river access could be constructed prior to 4/1 and remain in place through this period. Superstructure, Substructure, and pier extension work (above the water surface) could also continue through this period. (09/04/2024)

  • The pay item is for precast modular wall. This would be large, wet cast blocks, typically in a gravity wall setting. All of the dimensions and details appear to indicate segmental retaining walls with geogrid reinforrcement. There is a huge cost difference between the two. Should the walls be bid as 8" tall segmental retaining walls with geogrid or the larger precast modular units?
    The wall units shall be 8 inch minimum per the PRECAST MODULAR RETAINING WALL specification included on page 11 of the special provisions. (08/23/2024)
