  • Wood GR Removal at Location HKT 19-22: The wood planking is supported by large diameter pilings. Are ‘as-builts’ available to help determine what we are dealing with? If for some reason they cannot be removed, can they be cut off at grade? Please advise.
For these locations, the intention with the WOOD GUARDRAIL REMOVAL pay item is only for the top wooden rail of guardrail to be removed. Any wooden planks shown at ground level are actually part of the wooden retaining wingwall and should remain in place, and the wooden piles should remain in place as well and should not be cut down to existing grade line. The new guardrail posts should be placed to avoid these wooden piles. (10/30/2025)

  • Guardrail (BDE) Special Provision page 34: This states that guardrail installation is to be completed with 3 calendar days of removal or shielded with temp longitudinal barrier. This is not reasonable, considering the shoulder work that is needed and then subsequent JULIE call after shoulder work is completed, which is now taking a minimum of 3 days before locates are completed and work can begin. Please confirm lighted barrels will suffice, also as noted in BDE, while this upgrade is underway.
The expectation was that the contractor wouldn't remove any guardrail until after the location has been marked by JULIE. Then, if after removing the guardrail it takes more than three days to place the new guardrail, temporary longitudinal barrier will be required as approved by the Engineer. The lighted barrels in question fall under Category 2, meaning those devices need to be MASH compliant. (10/29/2025)

  • Relocating Name Plates: Name plate at TCZ 021 is embedded in concrete parapet wall. There is no work on the parapet. Does this name plate actually need to be relocated? IF yes, to where? Name plate at LMT 016 is attached to face of existing guardrail on bridge that does not appear needing to be replaced. Does this name plate need to be relocated? Please clarify this.
An addendum will be issued. (10/27/2025)

  • Right of Way Markers: Which type of ROW Marker will be required, Method A or Method B? Please confirm that the Resident Engineer will provide property lines / corners for the installation of the new markers, OR is it intended that the new markers will replace existing markers.
Per Article 666.03 of the Standard Specifications, Method B right-of-way markers shall be used when erected within improved residential areas. This should be the method used for the two markers in the mowed/short grass areas as well as the marker at the back of sidewalk at the structure. It looks like two of the markers will be on the stream bank, and we would recommend Method A for those. Then, it appears there will also be a marker down in the stream, which should be placed using Method B. We have confirmed these preferences with the Village of Bartonville as well. Our anticipation would be that the RE would provide the property lines and corners as shown on the plats. (10/27/2025)

  • Guardrail Removal: There are locations where there appears to be a second guardrail element attached to the existing posts positioned below grade, apparently being utilized as a type of retaining device. Will this be removed and if so how will it get compensated?
For any and all of these instances, the additional rail element will be removed and shall be included in the cost of GUARDRAIL REMOVAL. (10/27/2025)
