  • How will the department determine if the contractor has successfully cleaned the underdrain? Will the department be running cameras through the underdrains to determine cleanliness or the nature of obstructions or dead ends?
    The contractor should bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (04/03/2026)

  • The special provision for CLEANING PIPE UNDERDRAIN says restoration should include pavement patching. Is the intention to remove shoulder for every Tee in order to clean longitudinally with the pavement?
    The intent of the special provision is not to require removal of the shoulder at every tee to facilitate longitudinal cleaning. Cleaning of the pipe underdrains is expected to be performed through existing outlets, cleanouts, or other accessible points wherever feasible. Pavement or shoulder removal and patching would only be required where necessary to access the system and effectively complete the cleaning, as determined in the field and approved by the Engineer.   • The special provision for CLEANING PIPE UNDERDRAIN says to report to the engineer any blockages that cannot be cleared with standard cleaning methods. If additional cleaning methods are needed will they be paid for per 109.04?
    Yes, if blockages cannot be cleared using standard cleaning methods and additional work or alternative methods are required beyond the scope of the special provision, such work would be addressed in accordance with Article 109.04 of the Standard Specifications, subject to the Engineer’s review and approval. There are two pay items for this work, REMOVE CONCRETE HEADWALLS FOR PIPE DRAINS and CONCRETE HEADWALL (SPECIAL). Can you clarify your intent?
