  • Per plan sheet #3, an MTD is required for all shoulder work and all lifts. Is this correct? Also, can you verify the MTD quantity? If required for shoulders, it would be low. If not required, it would be high.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/05/2026)

The contractor should bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (06/05/2026)

  • Does the Peak Hour Restriction apply to "Work Before Construction"? The Special Provision only states pre-stage and Stage 1.

  • The Int. Comp. Dates special states “The Contractor shall conduct and coordinate the construction activities in such a manner so as to complete all pre-construction, pre-stage and stage I work requiring a lane closure on or before 11/15/26.” These stages include around 16,000 truckloads of material that must be moved in/out prior to November 15, 2026. Would you consider changing the interim completion dates as follows: pre-stage/stage 1: 11/15/27. Stage 2: 11/15/28. Stage 3: 11/15/29?
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • The Int. Compl. Dates special states “The Contractor shall conduct and coordinate the construction activities in such a manner so as to complete all pre-construction, pre-stage and stage I work requiring a lane closure on or before November 15, 2026.” It also states, “Completion of a stage shall mean that all work within that stage has been completed by the Contractor and approved by the Engineer.” Is all work (or only work requiring a lane closure) subject to the November 15, 2026 date?
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • The first paragraph of the Peak Hour Restrictions states “The Contractor shall be permitted to have lane closures through the weekends, without peak hour restrictions, except for those holiday weekends specified in Article 107.09.” The traffic control plans require a lane shift, reduced to 1 lane in each direction for Pre-stage and Stage 1. What is the departments intent of the last sentence of the first paragraph? Does this remove the 1 truck per hour restriction during non-holiday weekends?
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Under the tubular marker special provision it state that an additional set is to be delivered to IDOT's Maintenence yard. What quantifies as an additional set?
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • The first paragraph of the Peak Hour Restrictions special provision states “Delivery or removal of large quantities of material will not be allowed during peak hours. Large quantities shall be defined as more than 1 truck per hour.” To attempt to complete the pre-stage and stage 1 work prior to November 15, 2026, the Contractor will be required to exceed the 1 truck per hour limit during peak hours. Will the department revise this special provision to remove this restriction?
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Per special provisions page #9, work during pre-stage & stage 1 shall have one lane open during peak hours with a restriction of 1 truck per hour. The following paragraph on page #9 indicates all lane must be open during peak hours. Please clarify.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • How did you come up with the square yardage for the HMA Shld Spl item? The rows in the tables on Sheet 21 do not come close to the subtotal for each row. The tonnage you show in the table at the bid qty square yardage would only allow for 7" of mix. Knowing all of these shoulders are at least 10", you've either completely missed on your square yardage or the tonnage you show in the table is extremely low. Please advise.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Where the shoulders are being milled out under HMA SURF REM VAR DP, how is the resurfacing being paid for? There are no details or schedule of quantities for it.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Can you verify the HMA SURF REM, VAR DP quantity? It seems high. Based on plan sheets #185-#188, it should be around 125,000 SQYD. Also, is there any details for this besides the note in the plans? No schedule of quantities was provided.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Can you verify the HMA SHOULDER SPL quantity on plan sheet #21? The tonnage seems correct, but the SQYD total seems high.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • There appears to be no pay item to cover the shoulder paving in the "Work Before/After Construction". Also what mix design to is to be used? Per plan sheet #3, it is either a C N30 or an E N90.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • There are no pay items for Dowell Bars 1 1/2" or Welded Wire reinforcement.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • The proposed schedule ahead of the 11/15/26 interim completion date seems extremely expedited especially considering the peak hour restrictions. Would the department consider lifting this interim date, keeping the winter period as defined and keeping the requirements for 11/15/27? This would basically allow contractor to complete pre-stage, stage 1 and stage II ahead of 11/15/27.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Clarification of peak hour restrictions (p.9): First sentence first paragraph says contractors shall have one lane open to traffic during peak hours and first sentence 2nd paragraph defines penalties for not having all lanes open to traffic during peak hours. I assume during pre-stage and stage 1 work besides holiday weekends and winter period that single lane closures will be allowed in each direction but wanted to clarify.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/03/2026)

  • Could you provide additional detail regarding the Shoulder Rem and Repl Spl item? The Spl Provision is somewhat unclear, as the operations listed appear to be covered under separate pay items and would typically be paid for under those respective items. Are you proposing to backfill the trench with temporary HMA pavement? If so, please provide the proposed mix design.
An addendum will be issued to address this question. Please continue to monitor the website for an update. (06/02/2026)

  • The letting is 3 weeks from Friday. Can you release the plans please?
Plans will be made available this week as soon as possible. Please continue to monitor the website for an udpate. (05/19/2026)
