  • Earlier response (1/4/2019) below regarding Stage 3 pavement removal limits confirm that the existing pavement can be sawcut 1.5' north of the centerline to construct the proposed pavement whose edge is at the centerline, leaving only 1.5' from the edge line of the active lane to the drop-off (see Sheet 35). The more recent response below stated the drop-off is 3' from traveled lane. Please clarify.
Approval of saw cutting limits on the temporary pavement will depend on specifics provided in the means and methods proposal given by the Contractor receiving the Contract Award. It was previously stated that there will be a total three feet between the traveled edge of temporary pavement and the new centerline. It is anticipated that this will be enough space to provide for staged construction of the new 8" jointed PCC pavement and placement of a vertical barricade. (01/09/2019)

  • The soil borings provided only go to a depth of 10' and the proposed sewer is to be installed up to 18' in depth. Can additional soil borings be provided which cover the depth of the proposed utility installation? If not, how should we figure our pricing for the utilities in these areas that are installed at a greater depth then the information provided? Additional items that would be required are tbf, dewatering, slower productions.
There is not time to perform additional borings. The majority of the storm sewer is at 10' depth or under. For bidding purposes for the deeper storm sewer, we recommend that they assume the soil profile and water table is similar to the borings provided at 10' depth. If it turns out not to be, then they will be entitled to a force account extra. (01/09/2019)

  • What is the minimum depth of cover for the installation of water services? From Station 100+00 to 110+00 the long water services running to the South parkway of Chicago Street will be in conflict with the proposed storm sewer and we are trying to determine whether or not the services can be ran above or below the sewer. Will we be required to run the water services under the storm sewer in this area?
The minimum depth of cover for the installation of water services is 5.5'. Yes, the Contractor will be required to run the water services under the storm sewer in the area of conflict. (01/09/2019)

  • I still do not see any provided information on the boat ramp. How will we be able to ask questions about it after today since today is the deadline to ask questions?
Addendum A was issued to revise the Schedule of Prices. in iCX. The Boat Ramp pay item X0327981 was added in error. Addendum A deletes Pay item X0327981 and replaces it with pay item X0327980, Pavement Marking Removal – Water Blasting. (01/08/2019)

  • Pavement removal and subgrade cut during Stage 3 will result in a >2" (up to 20") drop-off within 2' of traveled lane. Please confirm that temporary concrete barrier wall will not be needed.
In Stage 3, the drop-off is 3' from the travelled lane. No temporary concrete barrier is needed. (01/08/2019)

  • Since TRENCH BACKFILL will be constructed and paid for up to finish grade in Stage 1 for sewer work and Stage 2 for water main work, please confirm that this interim trench backfill material is to be removed up to the bottom of proposed AGGREGATE SUBGRADE IMPROVEMENT, 12" in Stages 3 and 4, and that removal of this 20" overburden material will be paid for as EARTH EXCAVATION.
The removal of the overburden material will be paid for as Earth Excavation. Since TRENCH BACKFILL will be constructed and paid for up to finish grade in Stage 1 for sewer work and Stage 2 for water main work, please confirm that this interim trench backfill material is to be removed up to the bottom of proposed AGGREGATE SUBGRADE IMPROVEMENT, 12" in Stages 3 and 4, and that removal of this 20" overburden material will be paid for as EARTH EXCAVATION. (01/04/2019)

  • The Driveway thicknesses in the mix table are a mess...
An addendum will be issued. See Addendum B; The remaining thicknesses for the stabilized driveway pavements are Aggregate Base Course, Type B, which would not be shown on the mix table. For reference, the detail for stabilized driveways is included on sheet 92. The 10” driveway includes 2” HMA surface, 2.25” HMA binder, and 5.75” Aggregate base course, type B. The 8” driveway includes 3” HMA surface and 5” Aggregate base course, type B. (01/04/2019)

  • The staging plan cross sections for Stage 3 on Sheet No. 35 show construction limits at the center line which coincide with the edge of proposed PCC pavement to be constructed during this stage. Since this MOT configuration does not provide space for either track/string line for slipforming or side forms for frame/pour method and given the grade differential b/w exstg and prop pvt at the C/L , will the Department issue revised Stage 3 plans in order to properly construct the prop. PCC pavement?
During Stage 3, at the time of constructing the 8" jointed PCC pavement, there will be 4" of temporary HMA pavement over 4" of stone on the lane opposite of the work area. The staging as currently shown has a 1.5 foot gap, and another 1.5 foot space for placement of a vertical barricade, for a total of three feet between the centerline and the traveled edge of pavement. It is anticipated that enough space has been provided to prevent the 4" thick face of exposed stone on the active lanes from undermining so that the new pavement may be constructed using either slip form or pour in place methods with formwork. The 1.5 foot gap as shown was provided in this stage for this purpose. (01/04/2019)

  • I do not see any information or specifications on pay item X0327981 Boat Ramp. Please provide any/all information on this pay item.
An addendum will be issued. (01/02/2019)

  • Can we get a copy of the following reports which are listed on page 149 of the special provisions? Preliminary Site Investigation (PSI) Preliminary Environmental Site Assessment (PESA) Soils / Geotechnical Report LPC-663 Documentation
The below information is provided on page 149 of the special provisions. Those seeking these reports should request access from: Colleen Jaltuch Engineering Enterprises, Inc. (on behalf of City of Elgin) 52 Wheeler Road Sugar Grove, IL 60554 630-466-6700 cjaltuch@eeiweb.com (01/02/2019)

  • What is pay item X0327981 Boat Ramp? A special provision was not included for this item and it is also not listed in the summary of quantities in the plans.
An addendum will be issued. (01/02/2019)

  • The special provisions for Connections To Existing Water Main include a tapping valve, saddle, valve vault and closed lid as if they are pressure connections. The plan details show the water main connections as a cut-in-sleeved connection. Please clarify the type of WM connection.
The water main connections should be cut-in-sleeved connections as shown in the plan details. (01/02/2019)

  • What is the Method of Measurement for Trench Backfill? Will the payment depth for TBF be based on the spring line of the pipe or 12" above top of pipe? Will the 8" of granular material used to top off the trench (per special provisions) be measured for payment as Trench Backfill? The special provisions call for the trench backfill material to meet the gradation for FM-02, the plan details show CA-6, FA-6 or CA-7 as the granular backfill. Are all four gradations acceptable for trench backfill?
What is the Method of Measurement for Trench Backfill? The Method of Measurement for Trench Backfill will be according to Article 208.03 (b) of the Standard Specifications for Road and Bridge Construction, Adopted April 1, 2016. Will the payment depth for TBF be based on the spring line of the pipe or 12" above top of pipe? Will the 8" of granular material used to top off the trench (per special provisions) be measured for payment as Trench Backfill? The payment depth should be based on the spring line of the pipe. Yes, the 8" granular material will be paid for as trench backfill and shall be of gradation shown in the special provision. The special provisions call for the trench backfill material to meet the gradation for FM-02, the plan details show CA-6, FA-6 or CA-7 as the granular backfill. Are all four gradations acceptable for trench backfill? For trench backfill, the City will only accept material that meets the gradation for FM-02. (12/20/2018)
