  • How is approach slab removal to be paid for?
    The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. Any revisions or omissions of bid items will be handled in construction according to Section 109 of the Standard Specifications for Road and Bridge Construction. (02/29/2024)

  • With the job being partially in Indiana, will the Department provide a certificate for tax exemptions for all permanent/direct materials incorporated into the real property that covers the entire project including the portions to be built in Indiana? We have reached out to Indiana and they have indicated they can only administer tax exemptions for work done for Indiana as an owner.
    The Department will provide a certificate for all permanent/direct materials for the full project. (02/29/2024)

  • If a full project tax exemption certificate cannot be issued by IL DOT, can a payment mechanism be added to the contract that reimburses the contractor for any sales/use taxes required to be paid to the State of Indiana as a result of taxes on direct/permanent materials incorporated into the real property?

  • Per spec substructure removal is to be 1' below existing ground elevation, but there is varying elevations shown in the existing drawings and the proposed drawings and in the hydrograph information from Collins Engineering. The river bottom appears to shift each year and the riverbed elevation at each pier is different. Please specify what elevations the in-water piers need to be removed to at each pier location.

  • Question about the Caissons. They are called out #7 Epoxy A706 Gr 80 Spirals. There isn't a mill in the United States that makes #7 A706 Gr 80 in a spool. These would have to be made form 60' bar and lapped together?
    All vertical reinforcement bars in the Drilled Shafts shall be ASTM A706 Grade 80. All spiral reinforcement bars in the drilled shafts shall be Grade 60. The contract plans will be revised and a construction change will be issued after letting to correct/clarify this. (02/28/2024)

  • The General Note on Sheet No. 191 of (Page 91 of Vol. 101 - 200) states that "All reinforcement bars in the Drilled Shafts shall be ASTM A706 Grade 80." Do the Spirals need to be Grade 80 as well, or was this note only intended for the Vertical reinforcing.
    All vertical reinforcement bars in the Drilled Shafts shall be ASTM A706 Grade 80. All spiral reinforcement bars in the drilled shafts shall be Grade 60. The contract plans will be revised and a construction change will be issued after letting to correct/clarify this. (02/28/2024)

  • Following up on the previous question regarding addendum A, page 233 note 12: what piers are considered to be in the waterway? What activities could be allowed between 4/1 & 6/30?
    Proposed Piers 2-6 would be considered in the main channel. The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online.   • Addendum A states that the contractor cannot work in the waterway between 4/1 through 6/30 without the prior approval of Division of Fish and Wildlife. This restriction could have a significant impact to the project schedule. We are requesting that the Division of Fish and Wildlife provide an answer as soon as possible and prior to letting date whether or not work in the waterway will be allowed between 4/1 through 6/30 each year.
    Approval will be dependent on coordination between the contractor and the Division of Fish and Wildlife on mitigation practices for areas of concern. The project should be bid according to the Standard Specifications for Road and Bridge Construction, Highway Standards, and the plans and specifications available online. (02/22/2024)

  • On page 156 of the Notice to Bidders the SWPPP states “A Conservation Plan is being completed for submittal to the Illinois Department of Natural Resources as part of an Incidental Take Agreement for these species.” What is the status of Conservation Plan? When is it anticipated to be approved? Does it need to be in place to start work on the project? If not approved, what work can start on the project?
    A Biological Opinion was issued by United States Fish and Wildlife. Conservation Measures were listed as commitments in the plans. IDOT is not currently awaiting any further approvals. (02/22/2024)

  • The SWPPP on page 1 of 11 and the causeway detail on Sheet 469 state that the causeway is between piers 7 to 16. Plan Sheet 4 Commitment 9 says the causeway is between piers 9 to 16. Which description is correct and has been used in the permitting process?
    The exact location of the causeway is determined by the contractor and will require the contractor to request an amendment to the permit as stated in the floodway permits. The causeway is intended for the overbank area, Piers 7-16. (02/22/2024)

  • The Mix Table calls for Poly HMA Binder Course IL19.0 N90 (76-22) for the Full Depth Shoulders 15-1/4" top lift of binder and the Full Depth Shoulders 16-3/4" lower lifts. It also states that HMA Binder IL19.0 N90 (64-22) will be used for the Full Depth Shoulders 15-1/4" lower lifts and the Full Depth Shoulders 16-3/4" lower lifts. Please clarify if the intent is to use a polymer binder mix on any of lifts for any of the full depth shoulder items.

  • On the Modular Expansion Joint details of the contract plans there are movement tables that reference only movements in the longitudinal plane however, that same table also references seismic elements of the total movement. Seismic movements are not usually shown as being limited only to a longitudinal direction. Please confirm that there are no transverse or vertical movements that would require the use of a Swiveling Modular Expansion Joint vs the standard modular being called?
    The results of the seismic analysis showed that the movements in the vertical and transverse directions were very small and can easily be handled by regular modular joints. Therefore, swivel joints are not required. (02/21/2024)

  • The Mix Table and Lift Thickness Notes on Plan Sheet 4 show conflicting information concerning the 15.25" and 16.75" Full Depth Shoulder items. The Table states SC C N70 for the Surface Course on the Full Depth Shoulders but the Lift Thickness Notes State Poly SMA. Please clarify.
    The mix table for Full Depth Shoulders is correct and that the surface lift is “C N70”. (02/21/2024)

  • Plan sheet 4, note 9 in the list of commitments states that the causeway is 20 feet wide x 6 inches high. Our experience has been that to safely move equipment and personnel on a causeway that 20 feet wide is not adequate. The causeway needs to be 30 feet to 40 feet wide. We would also need causeway fingers at each pier that would be of a similar width. Is this acceptable?
    The dimension of the causeway coincides with what we have permitted with the Illinois and Indiana DNR. The critical dimension for the permit is that the causeway cannot go over 6" in height. The width is related to the wetland and tree removal impacts. The contractor could potentially widen the causeway, but they would have to look at the removal and wetland constraints to ensure that doing so does not result in additional impacts. The "fingers" under the structure would not be an issue as there are no wetlands identified under the bridge in the east overbank. (East of pier 8.) But again, the 6" height restriction would still apply to the fingers. A separate approval from Illinois and Indiana DNR will be required. (02/21/2024)

  • On page 308/578, it calls out the 3/4" Bolts to be L-Bolts. In our experience, these have been All Thread Anchor Bolts. Are these actually supposed to L-Bolts? if so, we will need more information on dimensions of the Bolts.

  • General Notes Sheet (S-07) calls out for metallizing structural steel for 15' each way from deck joints and exposed surfaces of all bearings. our interpretation of this note is: 1) that all exterior girders, 4 at every pier needs to be metallized 15' each way. 2) all interior girders at East abutment, pier 4, pier 8, pier 12 & west abutment need to be metallized 15' each way. 3) all cross frames / diaphragms to be galvanized. Confirm.
    Here is some clarification on the note on metalizing structural steel. Modular joints are at east abutment, pier 4, pier 8, pier 12 and the west abutment. All structural steel within 15 ft. from abutments shall be metalized. All structural steel includes all exterior and interior girders, cross frames / diaphragms, and bearings. All structural steel within 15 ft. each way (30 ft. total). From piers 4, 8, and 12 shall be metalized. All structural steel includes all exterior and interior girders, cross frames / diaphragms, and bearings. All the exposed surface of all bearings shall be metallized includes all bearings at the east and west abutment and piers 1-16. (02/15/2024)
